citing references with unknown author or date

Hello CPers,
This is Jerry. I'm working on my IIC assignment at the moment (the clock is ticking faster and faster), and I would like to quote a part of the LSU website. Does anyone know how to go about citing this? First of all, I don't know who wrote the quote I need to include, nor do I know when it was written. Is it enough to just say, "According to the LSU website..."? Or should I put the URL in brackets next to the quote? Or, should I put the URL in the reference section? Does anyone have any ideas about how to cite a reference when you don't know the author or publish date?

At least put LSU website in the Bibliography as below:
LSU website. HML. Read xx/xx/2004
